Urban Resource Management [URM] is a company established by Adrian Develyn who with 15 years industry experience and seeing the rapidly changing environmental concern in the placement of clean fill identified the need for an independent environmentally friendly operation to manage end use Clean Fill sites. URM provides a range of environmentally sound tipping solutions by utilising the industry material to construct varied civil earthwork projects that also benefit the community and therefore is not conflicted by the clients demands.

URM has what it believes is an industry leading management system, not only do we track and record all incoming material but we go one step further and visit the generators site auditing and rating the material. URM does not simply accept the word of the generator
but completes a report based on the site visit and observations. This forms part of the records maintained for each site. We find best practise requires site visits by trained staff to ensure complete accountability and compliance.
Off Site Pre-Inspection
Before accepting any material the following details are required from the ‘Generator’ and a ‘Pre- Receipt Site Assessment Form’ filled out accordingly by trained staff.
• Principal Contractor and, / or Customer Name
• Site Address. Site History/Prior Uses.
• Quantity and type of fill – Clay, Sand, etc.
• Copies of reports such as Clean Fill Certificates/Bore Logs’ if available.
• Origin of the soil – Site Address
• Risk identification of possible contaminants ‘Brick’, ‘Concrete’, ‘Asphalt’ etc
• Risk Analysis – Grade ‘High’, ‘Med’. ‘Low’ [Any Material deemed to be High’ risk will not be allowed into the site.]
• ‘Pre-Receipt Site Assessment Form’ is signed by the person inspecting the material.
On Site Inspection Procedure
• Material is checked against ‘Pre-Receipt/Site Assessment Forms’
• First Inspection: Trained staff inspects all loads of fill upon entry for contamination.This may include but not limited to steel, construction/ demolition or industrial waste, plastic, or odorous material etc., of which are not allowed under the EPA guidelines on-site.
• Any material detected at the first inspection will be deemed not suitable and returned to the ‘Generator’ site.
• Second Inspection: Any material that makes it through the first visual inspection process, but through further processing [Eg. After tipping] is found to contain waste will be separated by mechanical screening process or through physical removal.Any waste material detected at the second inspection will be deemed not suitable and the ‘Generator’ site will be notified that no more contaminated material will be accepted.
• Once material is deemed to be acceptable, the ‘site supervisor’ will sign the ‘Approved Clean Fill Receipt’
• Any contaminates detected will be collected and stored in appropriate bins or incontainment areas before removal to appropriate licensed sites.
The EPA has had an increased presence in recent years and its expected further increases in regulation and enforcement will be forthcoming. UM encourages the increased regulation and the overall aim of the EPA to improve the industry best practice. Through the increased presence we can expect to see an associated ‘Level Playing Field’ for the industry and the movement towards a more professional approach in the management and use of clean fill. URM believes it maintains all encouraged and enforced EPl requirements as they exist in their current and recently reviewed forms and will continue to develop and improve our systems as required to achieve both our personal company expectations and any future regulatory changes.
Initial Project Consultation
• Meet client and discuss their expectations while evaluating that the project works for UM.
• Calculate estimated capacity and discuss opportunity to off-set project costs or outcomes for client.
• Initial consultation with external planning company in regards to possibilities.
Project Agreement
• Confirm estimated capacity and clients desire to enter agreement. Confirm both parties’ requirements of the agreement including initial draft plans.
• Agreement to be signed by both parties, subject to any regulatory authority approval requirements.
Planning Stage 1
• Sight survey and finished level plans developed, illustrative master plan showing completed project.
• Initial Pre-Application meeting with council and planning consultant if required; determine their requirements for the planning submission.
Planning Stage 2
• Complete regulatory requirements which may include flora and fauna surveys, Hydrology reports, Geotechnical reports, Plans etc.
• Submission and permit application.
Approval and Commencement
• Confirm approval and conditions of permit.
• Set up site including effective access, drainage, site preparation, OH&S and commence works.
Ongoing Site Management
• Ensure adherence to all regulatory requirements, both local council, EPA and OH&S.
• Maintain records of incoming materials.
• Engage clients and maintain ongoing reports and updates to progress.
• Site specific conditions or agreements completed as scheduled.
• Maintain all relevant insurances.
• Secure site.
